2nd Amendment

Proposed Statute No. 7

An Amendment to refine the Constitution.

Short Title

(1) This Amendment may be referred to as the “2nd Amendment”.

Amending Citizenship Furthermore

(2) All mentions of "Citizenship" shall be amended to read "Membership".
(3) All mentions of "Citizens" shall be amended to read "Members".
(4) The capitalization of the new phrases shall mimic the current phrases' capitalization in context.

Proposal Clarification

(5) Clause VIII shall be added to Article XV and shall read:

VIII. Statutes may be proposed by any member of the Region; however, Senators hold the exclusive authority to put proposals up to discussion, up to vote, or table them.

Office of Secretary of Elections Removal

(6) Article IX shall be amended to read:

I. The Office of the Secretary of Elections shall be terminated due to a lack of responsibility.
II. All responsibilities previously given to the Secretary of Elections shall be permanently vested in Navol.
III. Navol reserves the right to delegate these powers to any member of Harrison.
IV. Congress and the Court of Harrison reserve the right to investigate Navol and the outcome of elections.

(7) Article XII, Clause III shall be amended to read:

III. The Department of Elections shall be terminated due to a lack of responsibility.

Census

(11) Article XXIV shall be added to the Constitution and titled "Census"
(12) Article XXIV shall consist of the following clauses:

I. "The Harrisonian Census" shall be established to report upon the following statistics of the region: population, members, active members, inactive members, puppet nations, and elected officials.
II. Active members shall be defined as members who have commented on the Regional Message Board once within the year of the Census.
III. Censuses shall be held throughout every year and conclude on the last day of every year.
IV. Navol shall be responsible for maintaining the Census.
V. When a topic, such as an Amendment, requires a regional vote, the majority of votes needed shall be calculated using the amount of "active members".
VI. Inactive members shall be defined as nations who have been listed as members, but not active members for two consecutive years.
